Are you sure you're at TDC on the compression stroke when adjusting the valves? You really didn't say what you've been doing, but you typically find TDC on the compression stroke for say the left side, then set the valves. Rotate the engine 360 degree to the next TDC and then set the right valves.

Can you link in some pictures showing the situation with the rocker arm adjusters?

Just finding TDC is only half the issue...it must be on the compression stroke, that is the intake just closed while rotating the engine and then the very next TDC that shows up is "on the compression stroke."

I don't see how a spring could be "too tight" unless you've lost the keepers at the end of the valve...but the engine would run for crap. You have an '81 R100 which could be experiencing valve face plastic deformation. The '81-84 models (especially the 1000cc ones) were prone to this due to poor heat conducting valve seats. How many miles are on this engine?

Has the adjuster run out of threads for proper adjustment?

If the spring is too tight, then you will see that there is no room between turns. It would be smashed together. I have never seen this happen, so I think that it is something else.

If you back off the adjuster on the rocker and there is no clearance then it looks like the spring is not being retrained by the keeper. Either the keeper failed as previously mentioned or the cup on the valve spring under the keeper broke. I would pull the rocker assemblies and have a good look see at the tops of the springs.

Measure the installed height of the spring. If it is significantly higher than the other exhaust valve, the valve is sinking into the head and becoming taller and taller running you out of adjustment on the rocker arm. Maybe???

Be absolutely certain you are rotating the engine clockwise when viewed from the front. Don't ask how I know this. :(
