And, probably: Bob.
I say probably not. The point is that Bob is actually getting all of the good information pertinent to his query that we can collectively come up with. Now we could argue that it is a definite negative for Bob to have to sort through the B.S. hoping to find a nugget of help. And this might very well be a cost to him. But in the balance, I would argue that it is the nature of these 'shenanigans' that attract some knowledgeable people, who do know stuff pertinent to his query, and who wouldn't be here in a position to help Bob except for the fun they're having fooling around here.
